REGIONAL MANAGER, FINANCE - LOCAL IMPACT

POSITION SUMMARY

AKF USA is seeking to hire a Regional Manager Finance Local Impact for the AKF, and USAID jointly funded Local Impact Leader with Associate (LWA) award. With an eye toward conflict prevention and resolution, Local Impact will target marginalized and vulnerable communities to: (1) Catalyze inclusive economic growth and ensure basic livelihoods; (2) Enhance infrastructure and access to basic services with a focus on clean energy; (3) Enhance the capacity of citizens and local institutions; and (4) Promote pluralism and social cohesion.

The Regional Manager, Finance - Local Impact will oversee the full financial management of the Local Impact project in Tajikistan, Kyrgyz Republic, and Afghanistan. The position will maintain the overall financial accounting and reporting system for the Local Impact project in the respective countries, including internal controls, internal and external audits, donor compliance and financial risk management. S/he will support the development of project financial systems, ensure compliance with the USAID and AKF USA’s requirements and consolidate budgets and reports. Specific responsibilities will include budgeting, financial reporting, burn rate analysis, capacity building on USAID financial best practices, compliance assurance, and audit coordination. This position will work from either Bishkek, Kyrgyzstan or Dushanbe, Tajikistan. The position will be contracted by the AKF local Country where the position is based but will report to Grants Finance Manger - AKF USA and will work closely with AKF USA’s Grants Finance and Programs and Partnerships teams and AKF field units to ensure alignment with and contribution to AKF financial planning and management and accounting practices. The position will involve about 30% international travel within central Asia to fulfil responsibilities.

PRIMARY DUTIES AND RESPONSIBILITIES

Financial Management & Oversight

  • Provides overall financial management including projections and planning, performance analysis, budgeting, reporting, compliance, and oversight for the Local Impact project.
  • Provide consolidated data and analysis on the Local Impact implementing agencies financial position.
  • Manage the project financial record-keeping and reporting according to general accounting principles and the requirements of AKF USA and USAID.
  • Lead the regional effort on budgets and budget realignments. Work with the country teams to develop and review budgets, budget notes and realignment, pilot budgeting, and prepare and consolidate financial reports.
  • Adapting to the new ERP – MS/ Business Central accounting system to oversee the general accounting related to the Local Impact project by implementing agencies. This includes completeness of (journals and ledgers), financial reporting, planning, and forecasting, managing accounts payable and receivable, banking, payroll, sub-ledgers for fixed assets and maintenance fees, cash controls, risk management, and monitoring of administrative policies.
  • Closely monitor, train, and provide support to implementing partners to fulfill their financial obligations with respect to the project financial management.
  • Support and coordinate financial reviews and audits.
  • Ensures the project is performing on time and on budget through monthly, quarterly, and annual review and reporting processes in close coordination with respective country teams finance and program team.
  • Support and coordinate deliverables for construction related activities.

Financial Projections, Planning, & Adaptation

  • Works with the AKF USA Programs and Partnerships team and AKF field units on integrated management of all grant finances to ensure effective use of resources to achieve programs objectives in compliance with all donor requirements.
  • Support the development of budget tools, templates, and guidance including for the Associate Awards.
  • Hands-on experience making donor budgets and expertise on consolidation of various country budgets in different currencies into one consolidated budget in single currency and meet reporting deadlines.
  • Designs and supports implementation of systems and procedures following AKF’s standards adapted to handle specific country constraints and conditions yet ensuring adequate internal controls and minimizing risks.
  • Provide regular financial analysis on spending, savings, and projections.
  • Provide financial review and analysis for project activities and interventions such as human centered design challenges.
  • Closely review spending and compliance around catalyze fund and pilot projects.

Capacity Building

  • Coordinates with the AKF USA Finance and Programs and Partnerships teams and AKF field unit senior management to identify, lead and support areas for financial grants training and capacity development.
  • Conduct/facilitate capacity building training on financial compliance requirements through in-person/on-line training and workshops.
  • Support teams to adopt a gender responsive budgeting approach, helping ensure that gender equality interventions and capacity are adequately budgeted for.
  • Supports the development and implementation of processes and controls to ensure compliance with USAID rules and regulations as well as AKF protocols in close coordination with the Local Impact Global Lead, and AKF USA’s Grants Finance Manager regularly including compliance audits.

Required Qualifications and Experience

  • Professional accounting designation such as CMA, CA, CPA or equivalent local designation.
  • Minimum of seven (7) years of relevant practical experience with NGOs and donor-funded projects.
  • At least 4 years of experience managing USAID project finances.
  • Hands-on experience with Microsoft Dynamics 365 – Business Central and/or a similar accounting system would be considered an asset.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and/or International Financial Reporting Standards (IFRS).
  • Demonstrated ability to prepare and understand financial statements.
  • Hands-on experience making donor budgets and expertise on consolidation of various country budgets in different currencies into one consolidated budget in single currency and meet reporting deadlines.
  • Experience in developing, implementing, and monitoring a financial risk management framework including effective internal controls.
  • Prior experience in conducting project financial reviews and coordinating internal and external audits.
  • Demonstrated capacity to safeguard and respect vulnerable populations.
  • Ability to work with office software applications including Excel, Word, Access, PowerPoint, etc.

Assets

  • Capacity to multi-task, work independently, take initiative and manage a variety of activities simultaneously, working with multiple stakeholders across cultural and geographical boundaries.
  • Prior experience in managing grants funded by US government, especially on USAID funding.
  • International experience of working with local or international NGOs
  • Demonstrated excellent time management and organizational skills.
  • Excellent written and oral communication skills in English.
  • Willingness to travel up to 40% of the total annual time to project locations.
