Deputy Chief of Party, Kyrgyzstan
ACDI/VOCA is currently seeking a Deputy Chief of Party for the USAID-funded Agro Horizon Project. The Project is a key component of USAID Kyrgyz Republic’s overall economic development program designed to accelerate the growth of diversified and equitable economic growth in the Kyrgyz Republic. The goal of this project is for the agricultural value chain(s) to increase productivity and output, increase nutritious foods available to agricultural producers, increase employment in the agricultural sector, and increase the market share of crops in the value chains(s) in both domestic and foreign markets.
The DCOP will have primary responsibility for development of program workplan and day to day supervision of the technical teams to ensure effective and timely implementation of the project, following overall strategy and direction as set forth in the workplan. S/he will ensure program deliverables are met on a timely basis, indicator results are progressing as planned; and will coordinate with and supports the other Project Departments to ensure successful project implementation and outreach. The DCOP will also supports the COP with staff supervision, management of the office in Osh, budgeting, and other technical activities, as directed.
Responsibilities
- Take the lead in the programmatic development of the Project’s annual workplan.
- Assume responsibility for management of program implementation ensuring quality achievement of milestones and targets in a timely manner, within approved budgets and in compliance with USAID rules and regulations;
- Take the lead in the technical part of staff hiring, including preparation of Scopes of Work and technical evaluation of candidates;
- Supervise technical leadership positions including Task Leads, and mentor/coach staff as needed;
- Take the lead in the timely preparation of programmatic reports and documents for submission to USAID, Kyrgyz Government, ACDI/VOCA HQ and/or other partner organizations.
- Work closely with the Directors of Operations, Grants and Procurement, M&E and Communications to ensure effective and efficient project implementation and outreach;
- Assist in the management of the Project office in Osh, ensuring efficiency and compliance to USAID regulations, and ACDI/VOCA policies, values, and ethical standards;
- Represent the project in events, meetings and other relevant activities and ensure relationships with USAID and other stakeholders are managed successfully;
- All other relevant tasks assigned by COP**.**
Qualifications
- Successful experience managing projects of the same size (>$20 million and >40 staff, complexity (consists of many smaller projects) and nature (agriculture/value chains, private-sector and market-led) as Agro Horizon project;
- Experience managing USAID –funded programs;
- Strong communication (writing, speaking and power point presentation), planning, negotiation, and interpersonal skills;
- Bachelor’s degree (B.A./B.S.) in business, economics, agriculture or a relevant field.
- At least 10 years of relevant experience;
- Ability to communicate in English and Russian is required; and
- Proficiency in Microsoft Office
