FCA’s Middle East Regional Office (MERO) was established in Amman in 2012.
Program Officer is responsible to assist in the oversight, monitoring and follow up on the implementation of activities carried out by 6 partners of FCA in country, to ensure that objectives of projects and donor requirements are met. S/he will support and work with the partners closely to ensure the quality and relevance of the project interventions. S/he will assist in ensuring that the program reporting requirements are met in a timely and quality manner.
Duties and responsibilities:
Under the direct supervision of the IOPT Program Manager , the Program Officer will perform the following tasks:
· Support the partners and its team to meet the agreed upon implementation plan and the strategic plan.
· Ensure that all activities are implemented efficiently, effectively as per the project plans, improve quality of projects in the FCA themes: right to education, right to livelihood and right to peace.
· Assist the Program Manager in ensuring tracking of set monitoring indicators throughout the implementation cycle and regular reporting on impact, and general coordination with implementing partners.
· Assist partners in their plans through initiating and conducting training sessions when needed to capacitate partners to improve their work.
· Enhance the link between, FCA and INGOS by attending coordination meetings.
· Support on reporting and proposal writing when needed.
· For the education component: ensure effective coordination and networking among partners, with local authorities and other agencies working on education.
· Ensure that all documentations and reports of partners are complete, up-to-date and accurate, saved in soft copy as per FCA’s guidelines, uploaded internally on the FCA intranet timely and filed in hard copy when needed.
· Conduct frequent field visits to all projects.
· Ensure accountability and high quality standards of FCA interventions.
· Provide feedback to Programme Manager on progress of partners activities and any arising issues.
· Take care of the FCA´s office daily activities and financial administration.

- Qualifications and requirements:
· BA in education, social studies or related field.
· Demonstrated experience in project design and implementation.
· Finance skills and knowledge are required.
· Specific work experience in education and/or vocational training projects is an asset.
· Previous employment or extensive collaboration with NGOs, networks of Community Based Organizations, and local authorities in the various regions in West Bank and East Jerusalem.
· Understanding of requirements of work in development and humanitarian response context.
· Technical knowledge in education, protection and/ or livelihoods is desired.
· Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
· Ability to work in multicultural environment
· Independent and active job approach, with ability to work under pressure and under tight deadlines Ability and willingness to travel unaccompanied frequently.
· Driving license. Excellent oral and written communication skills in English and Arabic. **

This position is based in Jerusalem (with frequent travelling between Jerusalem and Amman Office). Initial contract is made of six-eight months with a possible extension .
